About FRAFCA:

The Fraser Region Aboriginal Friendship Centre Association (FRAFCA) is British Columbia’s newest Friendship Center, receiving our designation on November 12, 2012.

As an organization, we are often a first point of contact for Indigenous people seeking services and supports. To this end, we are working to build a continuum of care for people from birth to death and welcome feedback and guidance from our members on new programs and new roads we should take. Moreover, we work in a culturally relevant and safe way, honoring the diverse lived experiences of Indigenous people who come from nations across Turtle Island.

Our approach and philosophy is to bridge the best of both Western and Traditional knowledge to provide a place of support, healing, and advocacy. We also celebrate Indigenous Identity and worldview – which is often lacking in mainstream services and work very hard to ensure that our community is treated in a fair and respectful way.

Job Duties & Responsibilities:

  • Support the Executive Director (ED) and executive team with staff management and program delivery
  • Oversees Program Managers by providing training and mentorship on contract administration, budgeting, and program reporting to strengthen their capacity and confidence in program management
  • Develops and delivers tools, resources, and guidance to support Program Managers in meeting program needs as per funder requirements, ensuring financial oversight, and applying operational best practices.
  • Assist the ED to implement FRAFCA’s vision and meet its organizational goals
  • Attends Provincial, Local, and National Board meetings as needed
  • Assist the ED with Strategic plan & Operational plan implementation
  • Director of Programs and Services (DPS) is responsible for all duties of the ED in her absence with specific responsibilities for Human Resources, Finance, Program Administration & Reporting, operational development of the agency
  • Support the ED and finance team with planning and operation of annual budget
  • Assists with fundraising and developing other revenue streams necessary to support FRAFCA’s mission
  • Apply for grants and funding and maintain relationships with various organizations in the community
  • Assist the ED to review and approve contracts for services
  • Manage program budgets and support program managers with delivery and management of contracts
  • Responsible for signing all cheques, notes, agreements, and other instruments made and entered into and on behalf of the organization
  • Engages with the funders routinely around contract oversight and management including advocacy and extension of contracts
  • Coordinates weekly management meetings, and quarterly staff meetings
  • Works with all stakeholders of the organization and make recommendations to the Board about strategic approaches, collaborations and new programs or opportunities that may help fulfill the mandate of the association.
  • Assists the ED in implementing management strategies and policies in accordance with Traditional /Corporate Governance practices.
  • Assists the ED in monitoring the overall internal effectiveness of the organization and staff, programs, and equipment.
  • Approves expenditures, in accordance with approved / agreed budgets
  • Collaborate with HR and enthusiastically communicate FRAFCA’s vision to inspire the team, and develop an operational strategic plan
  • Ensures clarity in communication with all staff related to workplace conduct, organizational direction, etc.
  • Other duties as required;

  • Bachelor’s Degree in Finance, Accounting, or Management or equivalent work experience in related fields;
  • Master’s degree in management is an asset;
  • Five (5) years or more of program managing experience;
  • Five (5) years or more of non-profit experience, preferably within an indigenous organization
  • Knowledge of indigenous cultures and lived history;
  • Proven success as a leader in Aboriginal Organizations, and ability to demonstrate a thorough understanding of the challenges relevant to Aboriginal people and communities;
  • Understanding of, and experience in the non-profit sector in a senior role;
  • Understanding of the importance of a high level of discretion and confidentiality within the organization and its clientele and stakeholders;
  • Proven success in multi-party negotiations and arranging partnerships within community as well as government, and corporate levels;
  • Strong interpersonal, leadership, management, and organizational skills, including ability to undertake multiple tasks, delegate effectively and motivate the team
  • Advanced proficiency in Microsoft Office Suite;
  • Criminal records check;
  • Knowledge about working with a non-profit and an Aboriginal organization
